Sustainable roofing solutions for a vital community facility.

Located in the heart of Shrewsbury, The Ark provides vital daytime support for people experiencing homelessness, hardship and housing insecurity across Shropshire. Every day, around 15 to 20 people turn to the charity for practical support, healthcare access, guidance and a safe place during some of the most challenging periods of their lives. For many, The Ark represents far more than a building it provides stability, dignity and hope when it is needed most. With the historic building in constant daily use, maintaining a safe, warm and weatherproof environment was essential to ensuring these vital services could continue uninterrupted. As the existing roof reached the end of its serviceable life, a comprehensive reroofing programme became critical to protecting both the building and the people who rely on it.

The Project

Working alongside Roofrite (Shropshire) Ltd, Permavent donated its APEX air open and vapour permeable roofing underlay as part of a wider community-led refurbishment. The conservation-led project combined the reuse of existing Welsh slates with upgraded insulation and modern roofing technology to improve long-term building performance while preserving the character of the historic structure. 

Delivered while The Ark remained fully operational, the project demonstrates how sustainable roofing refurbishment can successfully combine environmental responsibility, technical excellence and meaningful social value, helping secure the future of an essential community resource for many years to come. 

The Challenge

Refurbishing an occupied community building presents unique challenges, particularly when the facility provides essential day-to-day services for vulnerable people. 

The Ark remained fully operational throughout the reroofing programme, requiring careful planning and phased working to ensure staff, volunteers and service users could continue accessing the building safely without disruption. 

Alongside maintaining daily operations, the refurbishment needed to preserve the character of the existing roof while significantly improving its long-term performance. Wherever possible, the existing natural Welsh slates were to be retained and reused, reducing material waste and preserving the appearance of the historic building. At the same time, the upgraded roof construction required effective moisture management, improved thermal performance and a durable roofing solution capable of protecting the building for decades to come. 

The Solution 

Roofrite (Shropshire) Ltd delivered the reroofing works in carefully managed phases, allowing The Ark to remain fully operational throughout the project. 

The existing natural Welsh slates were stripped, sorted and assessed on site before suitable slates were retained for reuse within the refurbished roof covering. Matching replacement slates were incorporated only where necessary to maintain a consistent appearance across the finished roof. 

Following repairs to the existing timber structure, leadwork, chimney details and associated rainwater goods, Permavent APEX air open and vapour permeable roofing underlay was installed directly beneath the slate covering as part of the upgraded pitched roof system. 

Permavent APEX was selected because its air open and vapour permeable design made it particularly well suited to an occupied community building requiring effective moisture management within an upgraded roof construction. Installed beneath both retained and replacement natural Welsh slates, the underlay provides secondary weather protection while allowing moisture vapour to escape safely from within the roof build-up. 

Its high-performance characteristics also removed the need for additional low- and high-level roof ventilation, helping preserve the original appearance of the roof by eliminating modern PVC roof ventilators from the design. 

Additional works included upgraded insulation to improve thermal performance, renewal of leadwork, repairs to chimney details and refurbishment of associated timber roof elements. 

The Result

The completed refurbishment significantly improved the long-term performance, resilience and sustainability of The Ark while preserving the building’s historic character. 

Retaining and reusing the existing natural Welsh slates reduced demand for new materials, helping minimise waste and lower the environmental impact associated with manufacturing, transportation and disposal. Upgraded insulation improved the thermal efficiency of the building, reducing heat loss and contributing to lower operational energy demand. 

The installation of Permavent APEX created a dry, air open and vapour permeable roof structure capable of effectively managing moisture within the upgraded roof build-up. By reducing condensation risk and protecting insulation performance, the system contributes to the long-term durability of the roof while helping minimise future maintenance requirements. 

Equally important was the social impact of the project. Throughout the refurbishment, The Ark continued to provide practical support, healthcare access, guidance and stability for people experiencing homelessness, hardship and crisis across Shropshire.

Through careful planning, collaboration and a shared commitment between Roofrite (Shropshire) Ltd, Permavent and local stakeholders, the project was delivered on time, within budget and to the client’s complete satisfaction. Donations of materials and wider community support also helped reduce financial pressure on the charity while securing the future of an important community resource. 

The completed project demonstrates that sustainable roofing refurbishment is about more than improving building performance. By combining responsible material reuse, conservation-sensitive repair and modern roofing technology, The Ark now benefits from a durable, energy-efficient roof that will continue protecting both the building and the people who rely upon it for many years to come.
